He raised the state minimum wage, passed what he calls the Utility Relief Act to lower energy costs, and allocated $63 million from capital gains tax revenue to fill gaps left by federal food assistance cuts. A Harvard study found that having a sitting governor from your party actually reduces that state’s presidential vote share by 2 to 3 percentage points on average.
