A $400 million jet from Qatar is now being turned into a presidential plane, and the fight over it is far from over.
Quick Take
- The United States has formally accepted a Boeing 747-8 from Qatar for presidential use.[1][2]
- The plane is valued at about $400 million and will need major security work before flying the president.[2][3]
- Critics say the gift raises ethics, legal, and national security concerns.[2][4]
- The administration says the aircraft is an “unconditional” donation and that the transfer follows federal rules.[1][2]
Why the Qatar Jet Matters
The Air Force on Friday showed the Boeing 747-8 that will serve as the new Air Force One, giving the public its first look at the luxury plane the United States accepted from Qatar.[3] The aircraft is now at Joint Base Andrews, where presidential aircraft have long operated. The display turned a policy fight into a visible symbol of something bigger: how much foreign influence, cost, and risk the government is willing to absorb for short-term convenience.
Defense officials say the plane is headed into “commissioning flights” before entering service.[3] The Pentagon also said the Secretary of Defense accepted the aircraft “in accordance with all federal rules and regulations,” and the service will work through security and mission requirements.[1] That language is meant to calm doubts, but it also shows how much work remains. A normal passenger jet does not become a presidential aircraft without deep changes to communications, defenses, and internal systems.[1][7]
Ethics, Law, and the Foreign Gift Problem
Critics from both parties have argued that the gift tests a basic rule: foreign governments are not supposed to hand sitting presidents huge benefits without scrutiny.[2][4] The concern is not just the plane’s size. It is the setting, the timing, and the fact that it may later go to a presidential library. Watchdog groups and several lawmakers say that arrangement raises questions about personal benefit, congressional consent, and whether the public can trust the deal’s motives.[1][2][7]
The White House says the donation is lawful and “unconditional,” and Qatar has said the matter remains under legal review.[2][12] The memo reviewed by reporters says the aircraft is given “as is” and is not meant as bribery or corrupt practice.[12] That wording matters, but it does not end the argument. The Constitution’s foreign-gift limits exist to prevent exactly this kind of doubt, even when no one proves a direct quid pro quo.[2][22]
Security and Cost Remain the Hard Questions
The biggest practical issue is not the paint scheme. It is the retrofit. Reporters and lawmakers have said the conversion could cost hundreds of millions of dollars, with some estimates rising far higher.[7][13] The Air Force says the aircraft will need upgrades before it can safely carry the president.[1] Experts cited in coverage say those upgrades may include secure communications, stronger defenses, and other systems needed for a flying command center.[13][15]

That is why the plane has become more than a transportation story. For supporters, it is a shortcut around delays in the presidential fleet and a chance to put an available aircraft to use.[4][8] For critics, it looks like a rare, high-value foreign gift that lands taxpayers with the bill and leaves the public with fresh doubts about influence, transparency, and judgment.[2][6][16] Both sides agree on one thing: this is not a normal government purchase.[1][3]

There was full transparency. There has been no evidence of quid pro quo. Air Force One has been overdue for replacement. An ally and partner made a gift, which was lawfully accepted, and turned over to the US Air Force. I like the new color scheme better than the former powder blue. Future presidents will benefit greatly.
